State e-Mission Team (SeMT)
Capacity Building Scheme of Government of India provided for establishment of Institutional Framework for State Level Strategic decision making that includes setting-up of State e-Governance Mission Team (SeMT). SeMT is responsible for undertaking the groundwork for providing for an overall direction, standardization and consistency through Programme Management of the e-Governance initiatives in the State. SeMTsupports the State Nodal Agency at programme level which comprises of:-
• Implementation of Digital India/ MeitY/ NeGD initiatives in the state.
• Preparation & review of Project Concept Note, DPRs, EOI, RFP preparations for e-Gov/ IT projects.
• Monitoring and assessment of various MMPs
• Capacity Building initiatives and e-Governance trainings.
• IT Dept’s/ MAPIT projects, GIS initiatives, IT Awards etc.
• Contributing to e-Governance Verticals in MAPIT.
• Ensure interoperability & adherence to Standards & policies.
• Providing assistance to DST/ MAPIT in formulating Policies & Frameworks.
All interdependencies, overlaps, conflicts, standards, overarching architecture, security, legal aspects, etc. across projects as well as core and support infrastructure shared across several projects would fall under the purview of SeMT. SeMTs are set up in each State headed by a Principal Consultant / Head – SeMT. The Senior Consultants & Consultants comprise four domains namely Technology Management, Program Management, Financial Managemen t& Change Management.
Project e-Mission Team (PeMT)
Project e-Mission Team (PeMT) is a team of Consultants hired by MAP_IT and placed at various departments of Govt. of Madhya Pradesh for technical and program level support for their projects. The objective of placing PeMTs is to help departments enhance their IT capacities and to support them in smooth implementation of e-Governance initiatives and State Mission Mode projects. PeMTs are involved in conceptualization, development, design and implementation, roll-out and Operations & Maintenance of these e-Governance initiatives. This team is overseeing project execution and managing implementation and deal with technology, process & change management related issues.
PeMT structure comprises of Principal Consultants, Senior Consultants & Consultants across four domains of e-Governance i.e. Technology Management, Program Management, Financial Management and Capacity Building & Change Management.
Resources under the PeMT Framework are hired from the open market on contract basis and managed based on HR practices of the IT industry. An HR team is also constituted in MAPIT to undertake recruitment and related activities of these resources. As on date, 76 PeMTs have been recruited by MAP_IT and deployed in 35 Departments of the GoMP.

Through Madhya Pradesh MAPIT’s Centre of Excellence, a technical backbone of certified professionalsis created. These professional are helping state user departments to execute IT expertise namely Development of software applications in Open Source, Microsoft & other technologies, Testing of software applications, Database Administration (DBA), Infrastructure Outsourcing, Policy and audit for Cyber Security & Legal Expertise&System Integration services.MAPIT is the first agency in the state to get empanelled with CERT-IN for undertaking security testing of software applications.
CoE Brings together a dedicated team of appropriate domain expertise and enables the organizations to identify core patterns of integration, share best practices, leverage skills and standard tools across the enterprise. It provides a central source of standardized products & services with expertise, and best practices. It can also provide the entire organization with visibility into quality and performance parameters of the delivered application and support functions, helping them to keep everyone informed and keeping the applications and services aligned with business objectives.
District e-Governance Society (DeGS)
District e-Governance Societies (DeGS) are formed at each district for successful implementation and operations and IT/e-Governance activities.DeGS are Autonomous Societies under Chairmanship of District Magistrate to anchor and coordinate e-Govt activities in District and further administrative level below.Executive head is from District Administration (ADM/JC). DeGS are district Level arm of Science & Technology department and Public Service Management Dept in the field.
Technical and Support resources are deployed by MAP_IT to support at DeGS.

Aim and Objectives of the DeGS include Roll out and maintain Electronic Citizen Services, Authorize Kiosks, IT inputs to Govt Officers, to collect user charges, Recruit persons on the rolls of the DeGS, HR development in field of IT, Procure IT Hardware, Software & Services, do all necessary activity to promote IT.
Project Monitoring Unit (PMUs)
Project Monitoring Units (PMUs) are constituted by MAPIT for some key projects with an aim to provide dedicated Project Support Team in the office of MAP_IT. These PMU team comprise of expert consultants in the specialized area as per the requirement of the project and work in close coordination with the Nodal Officer nominated for the projects.
The Project Support Team worksfor smooth operation of the project, undertakes SLA Tracking, Quality Monitoring, ensuring Deliverables from the service provider. MAPIT has constituted PMUs for projects like Computer Proficencey Certification Test (CPCT) project & e-mail Policy implementation.
Training Collaboration Unit (TCU)
“e-Daksh” Project is started with the objective to sensitize Government Officials of various departments of Madhya Pradesh in the implementation of e-Governance and Information Technology Projects presently running by Government of India and State Government.“e-Daksh”– Regional Capacity Building Centres have been established across all the District Headquarters of the State of Madhya Pradesh.
For smooth operationofthe Centres, Training Programs, Execution, Evaluation andcontinuous Monitoringof the trainees a Training Collaboration Unit (TCU) is established at MAP_IT.
Geographical Information System (GIS)
State Government has issued Madhya Pradesh State Spatial Data Policy-2014 (MP-SSDP) with the objective of setting up a central GIS facility at MAPIT. The facility has been mandated to regulate procurement of remotely sensed data, development of GIS & Remote SensingTechnology based Decision Support Systems for government departments and to maintain & allow easy access of spatial data among all the stake holders.
To undertake this, a GIS lab for the state has been set up within MAPIT comprising of skilled resources in the field of GIS data creation, GIS software development, Satellite Image Processing and allied activities.
