E-Tendering in Madhya Pradesh
Overview
As part of its e-Governance plan for the State of Madhya Pradesh, MAP_IT has initiated project of e-Tendering to be implemented across all the Government Department and Statue PSUs in MP. The contract for supply, customization, installation operation & maintenance and training, for web-enabled electronic procurement software system /eTendering system has been awarded to a consortium of Wipro Ltd and NexTenders (I) Pvt Ltd. (Wipro-NT) through a competitive bidding on a BOOT model for a period of five years with no cost to the Government. The objectives of this ambitious e-Governance project are to bring transparency in the tendering process and further to give time and cost advantages. The consulting assignment covers the aspects of People, Process and Technology to bring about a change in the conventional tendering process.
Govt. has already issued cabinet order authorizing MAP_IT to provide the e-Tendering system for all Govt. departments & State PSUs and the process has been initiated with the State PWD, for procurement of stores, services, works and sale of stores.
Challenges
The traditional approach to tendering posed several challenges to the purchasing departments. The huge amount of paperwork involved is not only difficult to manage but also results in high levels of administrative overheads. The manual process of documentation is open to human error and prone to misuse. Moreover, collusion among the contractors bidding for contracts leaves departments with very few options beyond the existing vendors. eTendering in likely to overcome these challenges.
Scope of Engagement
The application service provider, Wipro Ltd. in consortium with NexTenders shall provide following services under the engagement:
- Set up hosting services, under control of MAP_IT
- Deployment of e-tendering system
- Study of existing system and processes at departments/ PSUs
- Process mapping and customization as per requirement
- Implementation of eTendering System for all departments of Government of Madhya Pradesh
- System administration of the Electronic Procurement System
- Integration with Public key infrastructure (PKI) and Payment Gateway
- Provision of digital certificates for the vendors and departmental officers.
- Impart training to departmental staff and vendors
- Availability of a Service Help Desk.
