I.G. Registration
The IGRS, Government of M.P. has 39 offices of District Registrars and 226 offices of Sub Registrars in the State. This Department is responsible for the sake of stamps and registration of various types of documents, mostly property transfer related in the State. The Department registers documents to the tune of approximately 4 lakhs every year. The payment of stamp duty and Registration fee is the main source of revenue. The income from the above was Rs793 Crores during 2004-2005.
Vision
The vision of the Department is to design, deploy and maintain a sustainable, robust, effective and efficient “On-line Registration of Documents/ Titles” system in the service of the citizens.
Keeping the vision of the department and inputs from the key stakeholders of the system, we propose the following objectives for the (DRS):

Administer a system of record keeping of Title, which is secure & enjoys public confidence (Pilot Level as a part of separate Project is under consideration)

Provide integrated property related services, which can be easily accessible to the stakeholders in a cost effective manner.

Implement an efficient system of property valuation.

Maintain all data in integrated electronic form.

Implement systems & processes for secure maintenance & updation of data.

Establish a sustainable operating model for the system.
The successful implementation of the IPMS shall provide the following citizen centric services:
Information Services
| Title Search and Document Search | Using this service a user can enquire about the details of ownership
of a specific property. Information that can be enquired includes, Name and address of the owner Property Description Date of acquisition of title/Registration of Document Period of holding. Caveats, Charges, Liabilities on the property, if any Photograph of owner, etc |
| Transaction History | This service provides details of all the transactions that have taken place in respect of a property recorded in SRO s. |
| Market Valuation | Market value is primarily required to calculate the stamp duties & registration fees payable, when a property is transacted. In general, this service may also be availed by a buyer before entering into a property transaction. |
Document Issue Services
The services described earlier are enquiry-based services. However, in some cases, the applicant for further submission to other entities may require a copy of the information requested. For e.g. a certified document may have to be submitted to a Bank by a borrower. To meet these requirements of users, IPMS provides the following certificates to the applicants:
- Copy of Title Certificate/Copy of the Registered Document
- Copy of Archived Documents
Transaction Services
| Transfer of Titles (Pilot Level) | IPMS maintain an up to date Title Register, which gives details of ownership of all property parcels & properties. When two persons enter into an agreement to transact such property, they approach IPMS to register the transaction & affect a change in the Title Register as per the agreement. Unregistered transactions are not legally enforceable. Hence, transfer of Title in the IPMS records is mandatory for the buyer to obtain ownership rights to the property purchased. |
| Registration of Documents | Registration of Sale Deeds / any other document where registration is mandatory. |
| Recording charges and discharges of liabilities on property. | Banks creates charge on when a property is mortgaged. The system should record such a 'Charge' and also when the charge is released. |
Other Services that may be given:
| Sale of Information to Value Added Service Providers - VASPs | VASPs are entities like real estate agencies, logistics service providers, etc., which make use of the basic layer of information provided by IPMS & add more layers of information to provide a wide range of value added services to their customers. IPMS may sell information to VASPs and provides periodic updates to them during the subscription period. |
| Acceptance of Applications for Licensing of Service Providers | IPMS accepts applications from individuals/ entities who are desirous of working as licensed SPs of IPMS. Licenses are issued to those meeting the eligibility criteria |
| Acceptance of Grievance Redressal Requests | Through this service, IPMS attempts to address the grievances of users & stakeholders. A grievance may be pertaining to a rejected application or poor customer service or over-charging by a licensed service provider or any other issue, which IPMS can address. IPMS being citizen centric entity, this service assumes paramount importance |
| Acceptance of Dispute Resolution Requests | IPMS accepts dispute resolution requests from the users in respect of title, boundaries & valuation. IPMS provides the first level of resolution after hearing out the applicants & referring to the supporting information available. If the out come is not acceptable to the parties, they can go to the next level e.g., Court of Law. |
| Acceptance of Time slot Booking Request | Citizens may book time slots before hand by filling up an online form. |
| Information on Property price trends | A person who wants to know about the price trend that is currently in practice for a particular locality will be able to know that after paying subscription charges at regular periods of time. |
| Locking a property to be sold by GPA | Facilities may be made available to the citizens who want to lock their property from being sold by GPA. Conditions may be created that the property can only be transacted on receipt of a positive email from the owner supported by a scanned image of the GPA and photograph of the person authorised. In that case he must update the system about his latest e-mail id. |
