Across India, the attempts are being made to increase transparency and responsiveness at all the government functioning levels. The need is to create the infrastructure at the state levels which enables the better decision making, develop integrated plans and effective public service delivery. E-Governance is an emerging trend to reinvent the government functioning. It is an opportunity to take advantage of the increased productivity and reduced costs that can be achieved using Internet based technology. E-Governance can enhance the citizen's access to government information and services (both central and local), and can provide new ways to increase citizen participation in the democratic process.
It adopts the S.M.A.R.T. modal, meaning Simple, Moral, Accountable, Responsive and Transparent Governance. Electronic governance also involves transformation from being a passive information and service provider to active citizen involvement. Evolution of this process is highly complex process requiring provision of hardware, networking, and software and re-engineering of the procedures.
Following concerns have mainly been identified at the state level, desirous of the E-Governance modal to be adopted:

Lack of transparency and responsiveness;

Lack of adequate infrastructure, holistic development plans, non-effective management system and integration process

Poor implementation of the public programs and services

Corruption, inefficiency and incompetence in the government functionaries

Limited resources and lack of relevant information required in executing developmental plans
The major outcomes by adopting E-Governance would be:

The citizen benefits because there is transparency, efficiency and integrity in his dealings with the government; furthermore, there is easy information access. Convergence of services and delivery mechanism for deserving beneficiaries and vulnerable groups and extending outreach.

The government benefits because it reduces redundancy and duplication. The processes of data collection, analysis and audit are made much easier. Decision making gets expedited. And there can be tremendous improvements in specialized areas such as criminal justice, transport etc.

The business community benefits because E-Governance can become a catalyst and a channel for e-business, Furthermore a web-based government will enable tax paying online and reduce corruption and bending of laws.
